William Garrard (c. 1764–1838)
William Garrard and Bushrod Washington both served under John Francis Mercer during the Revolutionary War.
William Garrard was born circa 1764 in Stafford County, Virginia. A militia officer during the Revolutionary War, he married Frances Bullitt (1767–1828) in 1783. Thereafter he represented Stafford County in the Virginia House of Delegates (1785–86) and served as a Kentucky judge.
