Description
James Milnor was born in Philadelphia on 20 June 1773. Following attendance at the University of Pennsylvania, he practiced law in Norristown. In 1797 he returned to Philadelphia, where he served on the city council. He was elected as a Federalist to the U.S. House of Representatives, sitting for a single term (1811–1813) alongside his brother William.
