Thomas Rouand/Rowand was born in Scotland on 15 September 1749. He and his wife Mary Kenner (m. 1771) had three children. In 1773 Rouand was the co-appraiser of the estate of Thomas James of Lancaster County, Virginia. As of 1782, he lived in Westmoreland County and had thirty-one slaves.
