Anne-César de La Luzerne (1741–1791)

Description

Anne-César Chevalier de La Luzerne was born in Paris to Norman nobility on 15 July 1741. He served as a cavalry officer and special envoy to the elector of Bavaria before his appointment as French minister to the United States. Luzerne arrived in Philadelphia in the fall of 1779 and soon proved to be a strong supporter of the young nation. He played a key role in the 1781 ratification of the Articles of Confederation, pressuring Maryland into compliance by suggesting that French naval forces would be withheld from the Chesapeake otherwise.
